My EGR has two vacume lines that run from a soleniod. One line goes to the egr, the second line runs under the throttle body.

Have you actually confirmed that both lines go to the EGR? I'm not as familier with TBI, but on my TPI one of the lines goes to the TB, and the other to the EGR.

from what i can tell, theres one line at the top of the "saucer" part then on coming off the side of the base into another gold round saucer thing then that heads over to the solenoid...
this seems really because all the other TBI cars at U pull it have just the one vacuum line on the saucer...

The line underneath is actually a pressure line. When the EGR opens it feeds pressure to the valve its connected to, regulating flow. Can't say that i've seen one on a tbi motor. Is this car federal or california regulation? The emission label under the hood will tell you.

That's the way mine runs too. Both lines connect to a solenoid, from there one runs to the EGR and the other runs to the front of the TBI unit.

The emission label under the hood will either say "this vehicle conforms to federal emission standards" or it'll say federal and california.

would anyone have an idea why the car would run so good with the main EGR vacuum line unplugged & capped off, yet run horrible when plugged in?

ECM telling the EGR to open at the wrong time. Solenoid is bad allowing the EGR to be open all the time.... etc etc etc

right right... so that issue sounds more like the solenoid is bad rather than the valve being just stuck open?

So I managed to get the car thru emissions with the EGR bypassed.
It runs fine while its bypassed...

Id like to get it working properly again though, since I can push it open or closed i assume it isnt stuck...
is there a way i can test the solenoid?
