It would be a cool project, but still $$$$$$. The body in white is cool, but you would have to custom build TransAm body work, buy suspension and driveline peices, and interior stuff.

Body-in-white is really nice if you are building a race car. To build a complete car, you would basicly need a BIW and a totaled out car to get all the other stuff from.
