Well, I did a lot of research on the issue, because research is cheaper than parts.
On more than one occasion, I came across the remark that the problems I were having was because I did not have bolts specifically for a starter.
HHmmm.... thinks I. What the heck. Swing by that temple of auto parts, Cost Less, and pick up 2 specific-for-a starter bolts.
Went back to the lift, cleaned all the cable connections and re-installed the strarter with the shims... and it works perfectly.
Not a sound. No hesitation. Spins right up, pops back in when I turn the key off.

Cool. Wonder what the difference between a "starter" bolt is, and a normal bolt...

Fatter shank, and a flanged hex head IIRC. I had the same problem trying to fit an LT1 starter to a later SBC. I had good luck running off-the-shelf bolts and washers though.

Entirely possible. Lack of use couldn't have helped.
It's almost like it needed a shrink more than a wrench. _________________ "Are you guys ready? Let's roll."

Could also be from taking it off and moving/shaking it around. Stranger things have happened. Another good reason for real starter bolts. I'm told they're supposed to shear before the block breaks if somethings seriously out of wack. May not be true though. I've seen a few blocks with the starter mounts broken, but very few broken starter bolts.
