What specifies radiator cap lbs?

The radiator itself, the water pump, the flow, etc?

Engine design.. How many psi of pressure does it take to prevent steam pockets.

The Corolla rad came with a 7lb cap. Wanted to make sure if I put a 16 lb on I wouldn't be hurting the rad.
