have an 89 bird with a tuned port 350 l98. its an 89, when i go to turn the key, the starter does nothing, i hear a click from the kick panel.. down by the fuse panel.

is this the vats?
how do i bypass it?

when i bought the car, it had a spliced wire plugged into a hot ignition spade on the fuse block, tried disconnecting it.. same problem.

any help would be great! thanks guys

Sounds like the vats relay is clicking on.

What about neutral safety switch?

tried wiggling the shifter around in park and nuetral, but havent pulled the console and bypassed it yet. does that jumper wire by the fuse block make sense?

If it's the VATs then the Security light on the dash would light. You bypass it with a resistor not just a jumper wire. The VATs box sends a frequency to the ECM so it will start so just removing it or jumping wires won't work. Easiest way would be for someone to burn you a chip with the VAT's disabled.
